Under IATA resolution 850m (Passenger Agency Conference Resolutions Manual), the ADM (Agent Debit Memo) issuance policy applied by SATA is as follows:
All ADM has a surcharge of 20% of its value on the audit cost, charged to the recipient, except in the following situations:
1. ADM referring to Good Practices has the following values:

Resident and student SP fares:
- 2.1 Tickets issued for RT trips in the Azores Fare and that, in the middle of the trip, a reissue is made changing the fare basis to OW instead of RT (vv), will be subject to ADM of EUR30 per adult/child passenger and EUR15 for infants, given the process of determining the correct value of the subsidy to be invoiced to DRM, which is directly associated with the type of trip (OW or RT).
- 2.2 Tickets initially issued with invalid, incorrect, or missing eligibility documents or with an inaccurate fare basis will be subject to ADM for the YSP fare, with an administrative fee of EUR35 per adult/child passenger and EUR20 for infants.
- 3. Resident and student S4 fares:
- 3.1 Tickets initially issued with invalid, incorrect, or missing eligibility documents and/or with an inaccurate fare basis will be subject to ADM for an equivalent service fare and applicable fuel charge. The administrative fee will be EUR55 per adult/child passenger and EUR20 for infants.
- 4. Groups:
4.1 Group closing ADMs for non-compliance/cancelation have an administrative fee of:

General notes:
- 1. Form of payment (FOP) not accepted - In ticket issuance with payment methods not accepted by the company (e.g., EasyPay), an ADM will be issued as the total value of the issued document and a 20% administrative fee per ticket.
Note: The ADM regularization can be made upon proof of receipt of the amount issued with unaccepted FOP, deducting the 20% administrative fee. - 2. For NON-IATA Agencies, where a debit is not possible via BSP Link, SATA reserves the right to invoice the Agency for the ADM amount and/or inhibit its access to inventory.
- 3. The ADM may only be contested while its status is pending. Once the ADM regularization date has passed, SATA reserves the right to not accept any justification.
